Graham Moore has been a cornerstone of Alliance Water since its inception, guiding the organization from its early days as the Hays Caldwell Public Utility Agency (HCPUA) to its current role as a key provider of sustainable water solutions in Central Texas. Since 2014, he has led the organization's strategic initiatives, focusing on long-term water security for the rapidly growing communities along the I-35 corridor.
A licensed Professional Engineer, Graham earned his engineering degree from Southern Methodist University in 1997. Under his leadership, Alliance Water has secured over $285 million in funding from the Texas Water Development Board and obtained permits for more than 16,000 acre-feet per year of Carrizo groundwater. These efforts have culminated in the development of a 568-acre water treatment facility and an extensive transmission system, ensuring reliable water delivery to over 225,000 residents in the region.
Beyond his professional achievements, Graham is deeply rooted in the community he serves. Residing in Buda—a stakeholder city in the Alliance Water project—with his wife and their three teenage sons, he understands firsthand the importance of sustainable water solutions for families and future generations. An avid golfer and dedicated soccer dad, Graham brings the same commitment and enthusiasm to his personal life as he does to his role at Alliance Water.
